The Entry Level/Semi-Skilled Occupations category helps employers fill shortages for entry-level jobs when they cannot find a Canadian or permanent resident candidate locally or nationally for a position. This category is for occupations that fall under National Occupation Classification (NOC) TEER 4 or 5.
To be eligible, foreign nationals must have worked fulltime in the same position with the employer for twelve (12) months and have a valid work permit.

There is a minimum language requirement that ensures the foreign national is able to communicate in English or French. This requirement must be met at the time the application is made, and proof of testing must be provided.
For further information about mandatory eligibility criteria, refer to the program guidelines.
If you find a qualified foreign national that you want to nominate, you will need to register in the NWT Nominee Program online application portal, and the foreign national can then submit an Expression of Interest to the NWT Nominee Program for consideration. Employers of the highest-scoring candidates in the Expression of Interest will be invited to submit an application to the NWT Nominee Program.
Information on the Expression of Interest ranking system and how to submit an Expression of Interest is found here: Expression of Interest | Northwest Territories Nominee Program
